Impossible to fix: Webcam Recording/Streaming

Hello everyone, I'm writing this after two weeks of ripping my hair out of my head. I bought a Logitech C920 with the purpose of recording and streaming games and design tutorials. You know, something to keep me busy and stop procrastinating. It should be easy, right? Just plug it in and have fun. But apparently, the PC Gods punish me to the point of desperation. When I try to set-up my webcam in StreamlabsOBS or just OBS classic, the image stutters (the same thing in LogiCapture). Here's an example of my ongoing torture: Youtube Link. Here is how it behaves: in some settings, when I just preview the image in OBS there is just a minor stutter on the bottom of the screen (once every minute or so). When I press record the image stuttering gets a bit more frequent and when I open a game it stutters like crazy. While doing all this (obs recording and gaming) my CPU is at ~80 %, RAM at ~50% and GPU at ~50%. I will post my specifications at the end of my post. There are two programs in which the camera does not stutter: Camera Settings (from Logitech) and Logitech Gaming Software. But you can't record or stream in both programs, so it's useless. I've tried everything I could find on the internet, still no results. I did find however someone from which I could borrow a Logitech C922 Pro Streaming...AND IT DOES THE SAME THING ; _ ; So, I tried my luck with something new: Razer Kiyo. And guess what. Yes, same goddamn thing. The same, goddamn torture. Here's what I tried so far and some info: Yes, all the drivers are up to date. Yes, I did try all the USB ports (motherboard, case, monitor) Yes, Windows 10 is original and up to date. Opened StreamlabsOBS and OBS with Administrator, with and without compatibility mode on, same results. I've changed the PC power settings to High Performance and disabled Windows's option to "save energy" by turning off usb ports. I've manually set up the Image Device driver to be "USB Port" instead of the last Logitech or Razer driver. Reinstalled USB Port Drives. Blocked my antivirus from interfering with the webcam privacy restrictions. Turned the unnecessary Logitech background processes. Tried all the settings options for the camera (50hz,60gz, autofocus on/off, low light compensation on/off and so on) Talked with Windows Support. Talked with Razer Support. Posted in Logitech forum twice with no answer. Troubleshoot everything I could find to troubleshoot. Scanned PC for virus or broken files. CMD Scan. Nothing...nothing works. There is only one thing I need to specify that I've noticed: The stuttering of the image depends on the USB port I plug it to, USB3.0 is bad, USB3.1 and USB C is a bit better, but still stuttering. Here is my PC Build: Case, Motherboard, CPU, GPU, RAM, Samsung SSD 150 and Toshiba 1TB HDD, Power source. I don't know what else to do, where else to go. Converted into dolars, it costed me arround 1680$. (all the pieces we're bought in Romania)

thanks. I will! And by the look of your avatar and name, i want to mention that I entered last night in WoW and i was amazed. I've been playing this game for 10 years on low settings and now on ultra it's mindblowing. I have to level a character from 1 to 110 to see al the zones

It is done, the beast was born! Everything went well and it was a great experience. I was almost surreal, it took me almost 5h with the windows installation to get things done. The most difficult things were to put in the RAM (i know, but no matter how hard i pushed them they still didn't want to click, and i was afraid not to break anything. it worked in the end), placing the motherboard on the case and arranging the psu cables. I am verry happy of the build and the components and I would like to thank you all for your help, you guys shifted my own build in the right direction. And for that, I am gratefull. I will write this post in both of the posts I made regarding this build and tag you, because I don't want to miss anybody. The GPU specifications tell me that they recommend a 500w PSU, so the 620W PSU from Seasonic would do just fine. Damn @Aereldor knows his shit.

I'm going to buy it in Romania, I'm thinking of spending 100$ at max. For example, the Seasonic S12II-520 Bronze 520W costs ~60$

@vojta.pokorny good, I will take a look. I have no ideea why friends recomend me to get a 800W ;___; They also recomend +80 platinum or diamant rank. Later edit: took a look at your signature, a lot of info there. Thanks!

@Comic_Sans_MS ok, so the required W (watts) for my components is 357W (acording to the coolermaster calculator). And it's recomended to have more than the recomended, especially if I want to add aditional RAM or overclock.

Hello guys, As my first gaming build is starting to "get in shape" (mostly with the help from you guys), I believe that next month I will be able to buy all the parts. But, there is still one component that gets me nervous and I still can't be confident enough to buy: the power source. I recieved some help from some of you guys and recieved tips on the powersource, but my build has changed a bit because I've found some good offers. I've calculated on different websites what power do i need, and the results are: Load Wattage:357 W; Recommended UPS rating:700 VA; Recommended PSU Wattage:407 W. Needles to say I don't quite understand 100% what those numbers represent. It was recomended to me by Aereldor the Seasonic S12II-620 Bronze PSU, but i think with the new build it's not enough. @Droidbot @Aereldor what's the deal with cheap ssd? I read in many places that people recommend a cheap ssds, but i can't actually understand why people leave out brands like intel, kingston or samsung. Even on the website from where i buy my parts, the second most bought is ADATA Premier Pro SP550 240gb. Regarding ssds, the popular and trustworthy brands don't actually mean better parts?

@Aereldor I saw that there are some promotions and I'm thinking of switching some parts up. Do you think it's better if i switch the Inno3D GeForce GTX 1080 iChill X3 8GB DDR5X 256-bit with the GIGABYTE GeForce GTX 1070 G1 GAMING 8GB DDR5 256-bit? I save up to 1000RON, wich is arround 250$. Also now I saw that you didn't add RAM on the list, is the HyperX Predator Black 16GB DDR4 3000MHz CL15 Dual Channel Kit any good? (there's a promotion on it too, i save up ~40$) later edit: i did some research on that powersource, even if it's not that popular i see only good reviews and i see it that you guys situated it in the Tier 1 psu. So yea, thank you for pointing out for me, it fits the budget perfectly. I would not have consider it otherwise

@Aereldo you're a king man, thanks alot. I'll take a look at all the pieces. I have a couple of questions and things to point out. - will the cpu cooler do the trick? I don't intend to overclock the cpu. - do all the video cards that have the "vrready" tag represent the best of the best on the market? I don't intend to "use" the VR part, to say so. Is VR something that just comes along with high performance graphic video card? - also, this is the first time i see a videocard from inoo3D, i have to do some research on it. - the motherboard looks great, it's cheeper and as good as the Asus 170A - for the power source looks good, I will see if i cand find something similar but modular or semi-modular - the case looks good. My first option was the NZXT S340 Razer edition (not because razer fanboi, but the matte finish. i would chose the basic s340 but i hate the metal finish) Overall, a great build. The only thing i'm not sure about is the video card. It seems way to expensive (it's 50% of the total price ) but i will keep researching. Mabye this is the way it has to be. Again, Thank you a lot!

@Aereldor the most popular stores are emag.ro, pcgarage.ro, cel.ro, evomag.ro. In romanian curency, I would have arround 6500RON to spend. edit: pcgarage.ro is the store I used. I bought my laptop and other parts from them, and I'm verry satisfied with them.

Video cards destroy me ;__; the MSI GeForce GTX 1070 is 550$ here and the Zotac GeForce GTX 1080 is 800$. Not sure if shipping from Amazon or other EU stores will help, plus I don't actually trust long distance delivery

Hello guys, hope you all have a great start for 2017. I've been saving up money for some time now and I'm finally ready to build myself a good pc. I've been playing with computers since i was 10 years old, my first pc was a 386, and I always had a low>mid type of computer. All the games I've played worked well on medium quality with an avrage of 30-40fps, so I'm used with avrage performance. I've watched a lot a youtube videos (mainly from linus) and read all sorts of articles about how you should build a pc. I have a basic level of knowledge, but beeing my first time i'm still a bit nervous and unsure. That's why I came here for help. My purpose is to obtain a performant desktop pc, that I could use years from now. I'm looking for a smart build, without spending ridiculous ammount of money. The computer will be used for video games (the desired quality level is High, I don't aim for Ultra settings for all the games) and Adobe programs (Illustrator, Photoshop, Premier, After Effects) because I'm a designer. I did some research for parts that would stay in my ~1700$ budget. Here are the specs: Case: NZXT S340 Razer Special Edition Procesor: i7 6700k - 40ghz Skylake Video Card: Gigabyte GeForce GTX 1060 G1 - 6gb, DDR5, 192bit Motherboard: Asus Z170a RAM: Hyperx Predator black 16GB-DDR4-3000mhz-cl15 SSD: Intel 540S 240GB HDD: WD 1TB 7200rpm Powersource: Crosair VS650 Cooler: Noctua NH-D14 Now, I have some problems regarding the powersource, I'm not 100% sure about it. I did calculate the required power on the coolmaster website and various other, and it came up to 600w. A 650w powersource will do just fine? And the other one, I just saw the new Z2xx Asus boards and the new Kaby Lake processors. I read that the processors do not represent that big of a uppgrade in contrast with the 6700k, but i'm not that sure about the motherboard. If you have any advice or any opinion, do tell. It would really help me to hear the opinion of someone more experienced than me. Thank you, have a great day!
