Cool. So I think this should be plenty, for both. A 3070Ti would be a solid upgrade, and I went for a Ryzen 7 7700X cpu.

If you need the more VRAM, go for the RTX 3080. However, the difference in performance... it depends on what resolution you'll be working with. RTX 3080 won't make sense for 1080p, but 3070Ti definitely will. Maybe go with the 3080 build for PC #1, and the 3070 Ti build for PC #2? Hope it helps.

    Hmm

Im just not sure anymore since the build i suggested has much better single core than an old pc

Unless you can find a 3rd or 4th gen i5 or better optiplex for like 150$ or under then maybe go for something like this

    Yeeted the cooler
    Yeeted the ssd
    Cheaper psu
    Yeeted a fan

Find some cheap 500gb hdd for like 10$ or something for the storage

And oc the cpu as much as possible on the crappy stock cooler, just stay under 90c and youll be fine

Does he need an upgrade soon? I'd hold off and see if Nvidia releases new cards. Though, that'll be a few month wait.
    I'd get a better PSU. G2, or G1+.
Isn't there faster RAM? Every time I look at 3000mhz kits, it's only a couple dollars for higher speeds. Yes, it makes a difference, especially with Ryzen.
Other than that it looks good. You could save money and get the 2700, but if you don't like to manually OC the 2700x is an excellent choice and most find you don't even need to OC it to get the OC results. Gotta love that gen 2 XFR.

Because my father is in need of a upgrade as he has a old Am3 that is about to die and i am going to give him the one i have now.

also i don't have time to wait on top of that due to the fact i am a disabled adult and am not allowed to hold big amounts of cash at a time so when i get big amounts i have to spend it.

I see no reason why you can't just throw the parts into a PC case and come up with a unique mounting solution for it. Also, you could get a custom case. I was looking into a 3D printed case where I use sheet metal and 3D print hinges to put it together, and that might work

It will completely get wrecked by the aluminium so not. Coolants can be directly poured in, but some like the EK-cryoFuel concentrate requires dilution using distilled water, so depends.
