Only run them if they are something like freemusic.mp3.exe or porn.mp4.exe
Those ones are perfectly safe.

Here are a couple of things:
Try a clean windows install.
Open the sucker up and spray it with canned air.
A couple of people say that a SSD could help... I guess you could try that.
You could also install a some what light weight Linux distro.
