Well in my country the prices for new are:
 
RTX 3070 - 536eur+
RTX 3060 ti - 427eur+
 
that automatically makes the RTX 3070 a stupid purchase as RTX 3060ti is just very slightly slower
 
RX 6700 XT - 394eur+
RX 6750 XT - 429eur+
 
these cards match or beat RTX 3070 in most games so it makes also no sense to go for RTX 3070. Sure, you don't get the same Ray Tracing performance but I personally couldn't care less about that.
 
RX 6800 / 6800 XT are mostly unavailable ... RX 6900 XT is for some reason more expensive than RX 6950 XT but at their price point you can almost get RX 7900 XT so...
 
 
 
I would pesonally not get RTX 3070 at those prices at all, if you want the NVIDIA features check RTX 3060ti and get that if it's significantly cheaper than RTX 3070. Also I would not pay more for used RTX 3070 than what a brand new RX 6700 XT costs. And I would likely struggle to justify even that high of a price for used 3070.

Edit: Thermal paste is 'usually' included on the cooler, assuming it is brand new. Also for other connectors, not really. Any cables you need are 'usually' included as well. Maybe a sata data cable if you are using sata drives (HDD, 2.5" SSD)

For the reason that scalpers are going out and buying out the MSRP GPU market and reselling it third party for 3 or 4 times the average value. With this new RTX Technology which supports native ‘in card’ raytracing that gives enormous power into the workflow of CGI work and game creation; this technology is and its power is immense for some of these high end cards at affordable MSRP. Which is extremely fun and cool to have. And it seems that the fastest way to affording one is through a petition to force these third-party sellers, known as 'scalpers' to sell at MSRP, same for anyone selling anything that is used which would force it below that and open up the hoard of a market that is being kept from so many including myself. It is not fair to the consumer and it is not fair to the developers of this GPU technology that scalpers should be allowed to do this to the GPU market. So, I started this petition. I would be very grateful, if everyone would sign it and get as many others to sign the petition as they can. I would really like to be able to purchase graphics cards with ease at MSRP and I hope you do to. Here is the link to the petition. Hmm....about a few hours ago... Yea I fix a lot of old laptops (still running single core atom cpus...) sometime installing windows on usb stick just won't work at all on them. So I found that using one of those usb optical disk reader/burner thing works best.

I've managed to recover all of the data using mint and I've reinstalled windows. Though before it went into black screen I've scanned with Kaspersky and it did not find anything.

Anything that looks suspicious or out of place.
 
First make sure you run it as admin, then on the top make sure Options > Hide Microsoft Entries is checked and finally make sure Options > Scan options > Check VirusTotal.com is enabled. This should narrow down the search to files that arent signed by microsoft. Also whatever is marked as red in the VirusTotal column (wait up to a minute for the scan to complete) could be potentially bad but ofcourse false-positives can happen.

Of course you can still use Autoruns for a quick glance from time to time, its much faster than a whole system scan considering the fact if nothing suspicious is at startup, theres virtually no chance of something bad like this happening.

Does anybody know why my cpu is reading as hotter than the sun and my fans say they are at 66,000 rpm? I have an ASRock B450M HDV R4.0. I should mention I don't have any fans plugged in.

There actually quite a bit in stock here in Asia. But the pricing are bananas, nearly double the MSRP.

I ended up using just using my phone mobile data then transferred the file to the laptop.

Seriously how can someone have the money for any of this. I mean when my mom bought me an Asus X412FL priced (at launch) $750. I thought "Man she's very nice to me" 'cause literally she only gave me budget of $350 and to get something that twice that original budget, man it's a miracle.
