    A new GTX 730

I'd personally look for something like a used card, you'd get a lot better of a card for the money. A used GTX 750ti maybe.

you might be able to get a passively cooled gtx 750 ti for that price. There is a Palit model called "KalmX" and the card is quite powerful

For Gaming of course. But I think for a simple 1080p HTPC it´s overkill.

It would give you bandwidth for the future if you chose to use it otherwise. I would do a gtx 710. Cheap and works great. Do you want a link?

Spot on, I would say go for a nice cheap passivly cooled 2nd hand 750ti or the like.

If it's a media PC you don't need a dedicated graphics card, the iGPU is enough. You may want to pick up an aftermarket CPU cooler so it can run quieter. A Hyper 212 EVO is good enough, it allows you to run the fan at a lower RPM and maintain the same temperatures.
