You're not going to max out every have with those cards. Even 1070s struggle to max some new games in 1080p (I don't get why people feel they need to play all their games with graphic sliders all the way to the right but whatever).

RAM speed matters, Linus's video has been debunked so many time it's not worth revisiting.

It's been known for quite a while that faster RAM does make an impact on game performance... the biggest being higher minimum framerates. If you're playing a CPU-bound game, this may translate to higher average framerates, as seen in OP's Eurogamer chart.
 
Unfortunately, someone called Linus made a video which had an absolutely flawed testing methodology (he did not measure the minimum framerate and he used massively high GPU settings on a mediocre GTX 660Ti) and came to the conclusion that faster RAM makes zero impact in gaming. Since then, the internet (including the majority of people of this forum) has been preaching that conclusion ever since.
 
Luckily, some forum members have already debunked said video and Digital Foundry's own testing only reinforces the idea that Linus' conclusion is invalid.

that does seem like bigger gains that I saw personally, but I also didn't get the best high speed ram.  Definitely could've gone for lower latancy (and not hynix).  I saw an average of 5-7 fps gains in most games that I play going from 1600 CL9 to 2400 CL11 (Witcher3, gtav, farcry4, the division) but dat frametime difference was substantial enough to see the difference

2 480's are massively faster GPU's than a 280x.

Losing the node probably hurt efficiency more than the architecture change. Maxwell on 28 nm was quite efficient to begin with.
