    That is quite an extreme case and dedication
    Just want to make sure, do you replace the cable attached to the PC parts that comes along with the PSU?
    Because although the cable seems interchangeable for each brand, the connector within has their own standard
     
    Which is why if you have tested 3 PSU in total, I would assume you would have done 3 PSU cable management as well

    Did you check if the power switch is good ? You can also short the power pins on the front panel connector to try booting without using the power switch.

    I have seen multiple forms about this issue around. from my knowledge there is none on here.

    I was unfortunate enough to have this error i can no longer run games because every single time i open a game it crashes and the two applications "npsvctrig" and "filecrypt" i honestly don't know what to do. people said they did a fresh install of windows and it still did not fix the issue im currently lost.

    edit. 
    So i have reinstalled windows saving files and not saving files nothing worked. not sure if i should use a new boot image or what. that or it is my hardware not even sure where to start there.

    I also want to wait till after the next, ninth console generation launch, so that hopefully we can have cheaper, better or both in terms of CPUs, GPUs and SSDs, although realistically, thats all that will get cheaper and more available because of console adoption rate in the millions.
    Actually, this is why I recommended getting something better value now, reselling it at a good rate 6-9 months later, and then we all can go all out at the candy store lol.

    I think if you choose,
    a 3800x or 3700x,
    consequently B450 TOMAHAWK (https://pcpartpicker.com/product/jcYQzy/msi-b450-tomahawk-max-atx-am4-motherboard-b450-tomahawk-max)
    and a 5700 XT(https://pcpartpicker.com/product/3YTzK8/sapphire-radeon-rx-5700-xt-8-gb-pulse-video-card-11293-01-20g or https://pcpartpicker.com/product/ZZZzK8/powercolor-radeon-rx-5700-xt-8-gb-red-dragon-video-card-axrx-5700-xt-8gbd6-3dhroc)
    instead of 9900K, Z390 platform and the 2070S respectively, 
    you can get a 2TB or greater NVME drive and still spend less and get about the same performance and a more upgradable socket,
    but let us know what you think, it is your system after all!
    (For example, for quicksync and NVENC video production tasks, your choice might be better, right?!)

    CPU choice fair enough, the i9 is still a very capable CPU and if you hit the silicon lottery (OC-able to 5.1-5.2GHz) is still top dog
     
    CPU cooler with RGB? Well i would say there are better options but the ML240 isn't the worst and is decent value.
     
    RGB RAM fair enough, G.Skill makes some very aesthetically-pleasing stuff. But are you buying 32GB just for the sake of buying 32GB or do you have an actual use case for it? Otherwise you are wasting money for something that you will never fully utilize.
     
    Pointless brand loyalty = paying that ASUS ROG tax. The Z390 chipset isn't exactly lacking for options, Gigabyte's Aorus Elite/Pro Wifi or if you still wanna spend over $200 on a motherboard go all-in and get the MSI MEG ACE for better VRMs so you can overclock better.
     
    Just reducing the cost of the motherboard & RAM alone would give you enough budget to step up a tier in the GPU (RTX2070 Super? used RTX2080 even?) for better gaming performance.

    Ah that sucks.
    I'd go 6850k, if you plan to do anything more than gaming(streaming, recording, editing, content production etc) the extra cores will come in handy, and both should be able to OC to around the same.

    The 6850k is generally the better chip, faster clock speeds and a higher number (lul?). I'd go with price and the 6850k if I were you.

    The 6850k has more PCIE lanes and is clocked higher (the latter is irrelevant since you should be overclocking anyway). So unless you plan on running three/four way SLI (which is shit, and isn't even supported on modern Nvidia GPUs anymore), a 6800k is just as good. The 6850k being a better price is just a matter of random sales and whatnot.

    I was looking at this one and it seems pretty cool! It's not that overprice to be honest, but there's no existences on the Amazon of my country and the taxes from other amazon's are above $100 dollars, so I don't wanna pay that LOL

    SSD's aren't necessary per say , but they do make your system considerably more responsive for day to day use, compared to an HDD only system .
     
    They are certainly worth it .

    For anything other than extremely tight budget builds, an SSD is a necessity for me. Whether a Terabyte is needed depends on your use for the system. For the OS and a few programs, 1TB is overkill. If you're going to be using it for working on files that need to be accessed quickly, like editing, I would actually recommend getting two 500GB SSDs instead. One for the OS and programs and the other for the files you're working on. It helps prevent the OS drive from being bogged down if you're transferring a lot and doesn't use up the write cycles of the OS drive.

    Sounds like a high end build. An SSD is a must imo. You could get a 500 GB if you want.
