Yes, but a gaming mouse is only half the story. Get a competitive mousepad also.
When I first upgraded to a Deathadder years ago I was still using a crappy 5$ mousepad. My aim improved only slightly and the crosshair / cursor still had jitter.
I paired it up with a Steelseries QCK and my aim and tracking improved greatly.
That is.. a bad analogy.
I daresay that Microsoft is even becoming worse than Apple regarding the locking down, restricting, gimping, controlling, and forcing the users of their OS.
I wanted to try building an ITX system before even without any plan to move it around. I ended up spending way more than a regular ATX system (SFX PSU, flat ribbon cables, FT03-mini case, AIO cooler, m.2 ssd).
The increased desk space is nice tho.
If you're still a bit scared to build your own PC from the ground up, one other option is to buy a barebones PC and just add your own GPU - it's simple and easy to install as well as it'll get you more bang-for-your-buck gaming wise.
It's always scary the first time doing something new, but the experience and skill you learn from doing so will help you out in the long run.
