I would wait for the new Ryzen CPUs to release at the end of this quarter and this Is why:
 
even if you plan on keeping your current CPU, which really isn't horrible per say, but there are better options, then the price will be lower on all of the other CPUs especially with them being as old as they are.

There is a program called audioswitch that allows you to set a hotkey to change you're playback and recording device instantly. So I have mine set to F6 so when i start a game up I just hit that and its good to go.

I'm the friend Cluter was talking about. After an hours long discussion on discord we found out that the first PCIE slot was not working. I slot the gpu into the second slot and it worked fine. I will bring it back to where I bought it and hopefully get a replacement board, or if not get it repaired under the manufacture warranty. Thanks for all the helpful comments and suggestions.
 
If anyone knows if this problem would be covered by the manufacturer warranty plz let me know.

It could be your router depending on how old it might be, as if you have say 5 phones, a bunch of laptops and tablets all connected to its trying share the bandwidth with all them, so it might not be able stretch across all platforms and gives up till there are less things to connect to.
