    Even if scaling was 100% (which it isn't) two 980's are slower than a 1080ti. There's no reason to go for them over the 1080ti.

    Right now there isn't really an amd option. Vega 56 is slightly better than a 1070, while the rx 580 competes more with a 1060 which wouldn't be a worthy upgrade from your 1050ti. What you could do is upgrading to a 1080, and later upgrade your cpu considering you have a nice and easy upgrade path on your cpu side. It really depends on what games you're playing.

    I've used plex for both streaming from my remote server and for local content. I believe it checks all your boxes and cost 4.99 usd

    you need to look for another x79 motherboard. Due to there being lga 2011 and lga 2011v3 searching by socket wont always give you the right results. With the age of that socket you will be hard pressed to find a new one. your best option is most likely going to be ebay or Craigslist.

    The ISO download size is just under 4gb. However, depending on what mirror you are connected to and the connection between you and it you may run into issues.

    Your CPU is very slow. Typically people will only start not experiencing issue streaming games while playing with a CPU thats a few times power powerful than the one you have now.
     
    Also, for technical reasons ram usage isn't always meaningful like CPU usage is. If its oer 50-70% its holding you back.
     
    Windows physically cannot use more than 50-70% ram in most cases, depending on specifics.

    This ^. Also, even if you don't want to up your budget, as the new CPUs will cost a bit more than the present generation of Ryzens, the chances are that their release will drive existing Ryzen CPU pricing down a little more than they are right now. So you could save a little bit more and maybe go for a Ryzen 5, rather than a Ryzen 3.

    If you can hold off a week the ryzen+ CPUs should be announced and released and should give a reasonable boost to performance.

    Jayz2cents has talked about this a bit lately. Basically unless you are running all premochil parts your chances of having issues are higher than i would want to risk.

    What PSU are you running. If you don't have a solid one your GPU might not be getting stable enough power to clock higher. Also like @JDE said the silicon lottery is a cruel B. sometimes you win some times you loose, more often than not you just end up in the middle.

    I have had the pixel XL for about 18 months and have loved every minute of it. It should also have one of the longer support time for updates out of the listed choices.

    That should be enough power to run what you are wanting. I have a similar set up running pfsense and a windows VM as a game/teamspeak server. Your biggest issues are going to be storage space and network bandwidth. you will want to do some research into the max size drive that the system will recognize. As @Mmore stated its an old system and most likely have issues with drives over 2tb. 
    you also need to consider what type of internet connection you are getting. your upload speed will dictate how fast you can backup photos and other media remotely. Most ISP's give an asymmetric link so your download speed is great, but your upload speed is garbage.

    Silver and aluminum are a big no-no your going to get galvanic corrosion. While it will be the silver corroding away to nothing it's not going to be good with that occurring in the loop.

    If we're talking 240mm rad AIOs, they're not actually better performing than big tower coolers and are typically louder, as well as being more expensive. Basically the only thing they beat air coolers on is looks, which is subjective. For performance, cost, noise, reliability, risk etc. they're either on par or worse than big air coolers. 
     
    Leaks are very uncommon for AIO watercoolers. They go through extensive testing to make sure they don't leak. The most common cause for them to leak is physical damage during transport or installation, rather than an actual product defect.

    The nvme really won't be that much faster. You really won't notice going to nvme for most uses, and for program launches, its normally less than a 10% difference.

    double check all the power connections to your GPU. I have had several occasions where i thought i had gotten everything plugged back in and that was the problem. Have you tried re-seating the GPU? Also like @SpaceGhostC2C suggested, another PCIe slot might help determine if you just killed a trace of the whole board.

    4) You will need to obtain a secondary computer for 10-15 minutes and a USB drive to download the media creation tool from Microsoft so you can re-install windows that way.

    A splitter will display the same thing to both the rift and the monitor at the same time, while the switch will switch between the two, as if you were changing the cable. 
     
    Honestly, I would recommend getting an adaptor for the monitor, so DisplayPort to HDMI or DVI to HDMI and have the headset directly through HDMI. It's a better solution than a switch or splitter as it allows you to use both at the same time.

    You can't straight up clone a larger HD to a smaller SSD. You can though clean up files that won't be used, back up your data and then clone and it will work if it's then smaller than the SSD. Remember that about 10% of the drive space will be used for over provisioning. However, what I'd recommend is to do a clean OS install on the SSD and reinstall whatever programs/games you use. There shouldn't be any activation issues with you just changing your primary drive to an SSD.

    If you can wait 4-6 weeks to pull the trigger ryzen+ should be released. at that point you can jump to the new chip or maybe get the old one at a bit of a discount from current prices. 
     
    as for motherboards, ive had two buddies get the ASRock X370 killer SLI and both have been pleased with it.
