Even 5ms is fine, you won't really notice unless your whole life has been crazy response time monitors. I use a 5ms IPS for gaming, very good monitor that's not even made for gaming. Since the IPS monitor you're looking at was made for gaming, it will be suitable.

It could be RAM issue. Ryzen needs fast RAM, 2400 is on a low side.

Difference between 4k and 1440p isn't super noticeable. Higher refresh rate will be alot better.

Your CPU is too slow for 1070ti, it will never reach 100% load and you will loose alot of FPS. And likely you will get stuttering.

What budget do you have? I would upgrade CPU+Mobo+RAM to get them up to date because that i7 2600k at stock is a bottleneck for 1070.

Can't comment on that, I've heard that Gen 2 Ryzen is not as dependent on high speed ram compared to 1st Gen, but you better double check.

I'm gaming on Ryzen 5 1600 and GTX1080, works perfectly fine. You could go with R5 2600+Decent mobo, overclock it and you're good to go.

1 - Yes, if you plan gaming at 60Hz, your card will serve you longer because you won't have to upgrade in order to keep 60FPS compared to 144Fps.
2 - No/Not really. Any modern AAA game will load GPU to 100% at 2k.
3 - Better card - more swag, its very important.

If you got a budget, go for 8700k, ROG Maximus X Hero, pick RAM of your choice, 16GB 3000Mhz will be plenty. PSU is up to you, I would personally go with something like Corsair RM850.

Asus in 'Shit tier? Lol, I always use Asus motherboards and I owned plenty of Asus GPUs , never had a single issue with anything.
