I buy a lot of things used, my entire secondary PC has been purchased through forums or ebay, and I've saved quite a few hundred doing that.
Buying used does not mean you ll get scammed, but as you said you just need to be careful who you buy from. On ebay I would not buy from people with low amount of sales/rating, and also I expect over 95% rating too. That way it ensures a sale is more likely to go through without any hassle. That said, if you ever get scammed and you pay through Paypal, you will get your money back pretty much instantly once you open up a case. Then paypal will go investigate the seller ect.
Let me take a look online and see what I can find for you to give you an example.

Stay secure and protect your data
Bypass country blocks, such as copyright material on news websites
Can save you money when booking holidays and flights
Change your IP/ location at a moments notice
Reasons not to get one:
Slows down internet speed
Inefficient if you don't know how to use it
A lot of companies are starting to use anti VPN software

Minecraft never maxed out a single core for me..... even when I played on my old fx pc
You can play minecraft single player without a connection, there is no always online feature. The fps shouldn't be affected by the connection you have to the server.
I had this exact same problem with my old gaming laptop. First, make sure you have the latest nvidia drivers, then when they are installed, right click the minecraft icon and select "start with dedication graphics card" or something similar to that. See, your computer deems minecraft easy enough to run that it starts the program running on the integrated graphics by default, and you have to tell it to open the program using the gpu so that you don't get the horrible framerate from the intergrated graphics. Just remember to do that every time you want to open minecraft.

I didn't know it had stress test option. Its not the commonly used one. Usually its Aida64, OCCT, Intel XTU, Asus RealBench, Cinebench, 3DMark or even Prime95. To mention most common ones. I was asking for screenshot like this:
Where you can see clock, volts and max temp. Maybe even stress test running for over 5mins (this is example, I've been running this OC for past 4 years).
You are running with 1.27V which I assume is auto. You can shave 0.1V at least off it which will drop temps for stock clocks. Or increase clocks and keep that as manual/adaptive voltage. I don't know what would be average for 6700K or what is considered sweetspot for voltage. For my CPU it would be that 1.27V.
E: Oh, and I did try CPU-Z stress test. But that crippled whole system which I haven't experienced any test I've ever run on any system. Not even with Realbench which has weird click-to-pause setting.

Yeah, seems about right on a Pure Rock, nothing to worry about. I wouldn't do much overclocking on that cooler though, FYI. Not a lot of headroom.

I'd get a different one if you're buying it new, go for an NZXT kraken X52/62, Fractal Celsius S24/S36 depending on space.

If you're on a budget, maybe chip in a little more and get yourself an Arctic Liquid Freezer 240, depending on case compatibility. The performance is on par with way more expensive kits. Alternatively, if you need more features like RGB and granular software control, something like a Kraken works.
