Try setting up a server using port 7777 (I assume you're port forwarding for a reason similar to that anyway) and check the port again.

Is anything actually running using port 7777? If it gets no response from the request to port 7777 it can't tell if it's open.

An i5 4460 is not powerful enough to stream using h264 and streams on twitch use 3500k bitrates and on YouTube around 3500-4500k if you're streaming 720p.
There's no reason to use anything else because there's more than enough quality in the video feed. You get more problems from the compression with the service which you can't change.

Ok then, buy a minimum of a 1080p Display because it will definitely be able handle it. Don't cheap out on the Monitor if you are gonna get pretty good hardware for it, otherwise you may as well buy worse hardware. Basically, there would be no point buying great hardware if you cannot use it to its full potential.

OBS and Xbox DVR are good 3rd party solutions. Dont let shadowplay or plays.tv be a deciding factor in buying a GPU.

Nvec and VCE are the coding engine for nvidia and AMD, like the post above said obs can take advantage of both (VCE plugin on their website) if you play with some settings. But if you just want plug and play 1080p 60fps recording either brand will do just fine. Also the Rx 470 is heads above the 960 and 1050ti in performance general performance.

As you can see, you can only request a change in these two cases. In other words, no, you can't change it, so deal with it.

Most of the games you listed are fairly CPU bound so a quad core like an i5 would benefit you a lot but in the end I would get the i3 now and you may even be able to update to Kaby Lake i5 in the future because they are the same socket.

i3. For most people (including gamers) I would always go with a high clocked i3 over a low clocked i5.

You could do one of two:
1) Set up Open Broadcaster and once it's set up, it's easy to run and the same function as Shadowplay

I won't recommend a 3GB 1060 for 1080p because max settings requires 4GB VRAM today in a lot of games.
