Tried setting 3200 and 3000, neither work

The computer has been running fine for quite a while, but for some reaspn today it decided to say "cmos fail" and reset the bios settings any time I try to boot with xmp enabled. its one of those weird ones that doesnt have a switch turns on with the power button

My computer (desktop, 1500x & 1070) was working about 10 minutes ago and then I turned it off and when I attempted to turn it back on there are no signs of life. No fans, lights whine, nothing. I've had some issues with it before, but those were always with posting, not just doing nothing.

If you mean performance wise it really depends on the frequency

Well the thing is that you can find an i7-920 for like 10 bucks on ebay So any motherboard above like 30 just makes it kind of pointless
