realistically, its about the fans on the air cooler and the fan curve applied. if youre not doing anything super intense, there's no reason to get anything more intense than a hyper 212x or 212 evo with a or 2 be quiet pwm fans or noctua fans. and turn the fan curve way down.

its a little off of your idea but I had the idea of a portal based build (orange on the top-left/blue on the bottom-right) with some sort of mod/paint job to the case that I think would look pretty cool If I do say so myself. or even make a blue build with an orange waterloop. idk. something.
 
you could try to replicate a gamecube look or form factor and emulate all of the things on it for like a retrogaming rig with a flash drive or ssd with as many games as you can fit from gamecube on it.

That is a really good deal on a monitor, I would highly recommend it. I would color calibrate it if possible because it is TN so a color calibration would help it out some.

Well shit...this means that an Xbox One S is still the best value 4K Blueray player around. Because I can guarantee, few people will ever get Kabylake with Skylake still around and in some cases, cheaper. And then there are the people still on Sandybridge right through Broadwell who also really don't need to replace their current platform.

Oh, then definitely use the Enermax PSU. 

I built in the fractal design arc mini r2. by technical terms its an matx mini tower but can fit any cpu cooler you want, and they pretty much made this thing to fit as much as possible in a small profile. It holds up to 6 3.5" bays and 2 2.5" bays while supporting roughly 11" gpu's and if the top 3 3.5" bays are removed, it'll support any modern gpu you throw at it.
additionally, if the all 6 3.5" drives are removed, or if the bottom rack of 3.5" drives are moved next to the psu (and you don't use 5.25" bays), you have space for a 360 rad up top and a 240 in the front with room for push pull.
I don't really think ATX is even necessary for most people, unless they go into the x99 category or something. With the trend towards modularity in the case market in the last 3 or so years, smaller form factors have become a lot more feasible and less of a niche market.
Unless you actually need all of the pcie slots (and on am4 or z270 idk how you would) for an atx mobo, it seems like a waste of space to me.

pretty spot on there. however, if you plan on going hard on the gaming at 1080p and plan on keeping the gpu for more than a year or two, id recommend looking at the 8gb rx 480's. either way, the rx480 is a fantastic card and it's an incredible value. Plus it should age better than a gtx 1060 6gb, given that dx12 and vulkan are gaining popularity and amd scales better in those game engines by a bit.

and I like to have an assload of rear I/o, the onboard dac on the gene gives me solid sound quality on my sennheiser hd650's, and the gene viii has more power phases to the cpu for more reliable overclocking which I'm into.
I got the 6600k simply because I don't use anything that hyperthreading helps, just gaming. and the ssd/storage was from my old build so it was a hand-me-down. and the fans...well...because I'm an asshole really

just make sure at least one fan is plugged into the cpu fan header, the rest shouldn't matter where they are plugged in 

be aware that using hdmi will limit you to 60 hz on the display that is using it, your dp connected displays will not be limited by this however.
