EDIT: As in when choosing parts, it will compare all large retailers for prices and show you the cheapest.

His i7 4790k is not compatible with Z270 boards. He is stuck with Z97 until he upgrades CPU as well.
But as other said, there is no need to upgrade. The 4790k is a very powerful CPU and can easily keep up with a GTX 1080.

Just grab like a 1070 or 1080 and you'll be fine, I don't see a reason to upgrade your CPU.

It beats it little in single core performance and more in quad core, but in multicores it loses and that's why the i7 would beat it in multi-threaded applications, if you take a look at a 6600k it beats it by quite, or it potentially could http://cpu.userbenchmark.com/Compare/Intel-Core-i7-4771-vs-Intel-Core-i5-6600K/2008vs3503 since we don't know how highly these 6600k benchmarks are clocked
My answer its way more complicate than to just say "would it beat always" since there's a million of different situations you have to take a look at...its much more deep that just that.

Single core scores are much higher and I'm not including the additions that Intel adds to improve the parallelism of calculations between the cores.

Try it again. It really should work.
Use DDU to wipe all your drivers. I'm assuming you have Windows 10 64 bit, so download the drivers from here:

Also, if you want you could restart after using ddu and restart after installing the drivers. It shouldn't make a difference but you might as well.
Also, what are the specs of the rest of your pc?
