Yeah, that's the portal once you get the code from the retailer.  It also verifies you actually have eligible video card installed as I tried to do it at work and it wouldn't let me continue as it couldn't detect the card.

ive owned multiple samsungs from the s8+,note 8, s9+ and note 9, oneplus 3t/5/5t/6
never been impressed on the battery side of things for the samsungs and for oneplus battery life is pretty on par with iphones (i feel) but annoyed with the 6 month rolling upgrade

Yeah that's actually a pretty good deal, if you could I would test it with his or your system in it. Just plug in basic stuff like the motherboard, CPU, and GPU connectors and see if it boots.

Asus anti-surge is finnicky and awful. Your PSU will detect if there are surges and if there's some weird issue with a surge on the board because of a misplaced standoff or the like, then the board would be SOL even with Anti-surge.
 
Might be in the mobo manual, I'm not sure. I actually can't recall having a setting for it on my X370 Prime, so I can't say where it would be off the top of my head

I would say it is the bank's job to make sure it's the right people making the purchase. Literally any legit bank now has a `prove it's you` system for purchases in big numbers, and Razer is not even explaining what they are doing with it. 

tell them it will help you study and if they still decline tell them how you will end up being bullied for it and lay on the guilt trip.
