    That sort of devices existed as long as there were computers, nothing new there. If you are dumb enough to plug everything you get your hands on to your computer you are dumb enough to pay for a new motherboard. 
    There is a very good chance that TUF is just another shitty branding scheme, just like ROG bullshit Asus keeps on using. You can try emailing their support and see if the laptop you originally mentioned has for protection against this (I personally wouldnt get my hopes up).

    Tested one recently and it's decent for an entry level model. But the one u linked looks like has a poor quality 120Hz 45% screen

    Well simply put the lenovo legion 5 is superior here. BUT YOU NEED TO GET THE AMD VERSION. It is cheaper and just plain better in every aspect.
     
    The helios 300 is not a bad laptop but the legion 5 pro amd ryzen version just plain up is better in every aspect.

    Oh yeah they are pretty good machines. But can you have a look for the lenovo legion 5? They have new units for 1049€ with specs that would basically be a match but the screen in them is better and they are more efficient. Here i mean the 5600 + 3060 model.

    A lot of retailers or system integrators simply doesn't know the importance of good PSUs, or they simply assume PSU quality is based on meaningless metrics like efficiency and low RMA rates 😛 
     
    ...or they may be trying to get those excess stocks out quickly so bundling them with other parts is a quick way to do so (the infamous Gigabyte P-GM is a good example).

    Well there's your problem.
     
    75C is not hot, especially for a laptop. You're fine. Better than fine, actually. Just make sure there's adequate ventilation to those bottom vents and you don't even need the (worthless) suction coolers.

    High end CPU + Low end Mobo = not the performance one should expect. Do not be surprised if issues crop up from this combination.
     
    High end CPU + High end Mobo= performance one expects.
    Midrange CPU + Mid range Mobo = performance one expects.
    Low end CPU + Low end Mobo = performance one would expect.
     
    I hope this helps to clear things up.
     
     
    <Moral of this story: Do not mix expensive cpu's with cheaper mobo's you may not like the results.>

    A person that buys a $300 CPU is smart enough or has enough common sense to NOT buy a $40 motherboard

    CPU runs on that motherboard doesnt it? Yes? then its supported, if it throttles down under load because VRMs arent upto the task doesnt make it unsupported.

    The S2H is the cheapest board produced by Gigabyte, you are not meant to pair high-end CPUs with bottom-of-the-barrel motherboards. This is not an unexpected result.
    Not true. This is a very cheap board paired with a power-hungry CPU. This is not a common occurrence at all. A sensible paring of CPU and VRM has no such issues.
    The choke is part of the VRM... OP should be measuring the temperature of the mosfets, which are the "little thing"s you mentioned.
    False. Plenty of other manufactures offer very low cost boards like this one. I think the motherboard market is improved by having low cost boards available for people with low cost CPUs, and low budgets. Not having those options available would not be better.

    A cheap PSUs doesn't necessarily mean low quality, or bad PSU, as expensive PSU doesn't necessarily mean quality or good PSU. These PSUs are in the tier D not because they're exactly bad, but because they simply don't meet our standards for a PSU you should use today with a modern PC unless it's supposed to be dirt cheap. Mind you, in some metrics they are bad, for example most tier D units are group regulated and they wouldn't have a very good voltage regulation in a modern PC with extreme crossloads (very high load on 12V and very low load at 5V & 3.3V rails), most likely out of specifications even in dynamic load conditions. That's just one aspect, the full methodology is readily available in the spreadsheet so i wouldn't repeat it here.

    Not good, it's nothing like the ATX version with a worse VRM (compared to it's ATX Counterpart) that's also lacking a heatsink, I'd look at other budget mATX boards, the B550M Pro-VDH, the B550M Aorus Pro-P, the B550M TUF-Plus are pretty good, as well as the B550M Mortar though that tends to go for a bit more than the boards mentioned above.

    I'm not even aware of any 16 core laptops, leave alone a "quiet" one. Stuffing a 5950X in a laptop is not going to be easy to cool...

    Without exact models it is harder to compare and explain, but generally speaking get Legion 5 pro because it:
    has a higher power limit for the GPU, has a MUX switch, has a better display, has better build quality, exterior is made out of metal instead of plastics.

    I own one, quite satisfied with the purchase.
