I think I've asked this before but nvm: Do you think CPU+GPU performance is important in non gaming laptops (Ultrabook, business laptops...)? Just want to hear your opinions.

    Evolution.

In non gaming laptops for me atleast I'd perfer a stronger cpu

It depends on use case.  There are things that utilize GPUs for things other than gaming.  AI, math, graphics, CAD, and video work all come to mind.  For just browsing the internet and running Java wecsite stuff and watching streams though?  No.  It’s not needed for the majority of work stuff.  Only a few things.

To an extent. Some minimum level of performance is needed for the job at hand. For example, I have some Atom class CPU laptops (Intel and AMD) and they're just sluggish, even with more ram added and SSD. The GPU I think is less important. Even some really old laptops I have with GPUs that are not capable of running modern games at all are still fine for general Windows use.

it can't be too bad, especially when it comes to hardware decoding support. software decoding is really bad for slow CPUs and battery life

A modern ryzen APU is more then enough for all of those types of laptops, nobody is going to be doing anything more than some excel level intensity, so I don't really see the point in overprovisioning a business machine.
