Sapphire Dual-X
Not the best cooler but will do it's job.
Perfect. By the way, I read that that Thermaltake Berlin 630w (The PSU I'm going to take) is will be fine with two 280, would you suggest me to add a second in the future?
I wouldn't recommend it because many games don't have profile ready on game release especially Gamewreck/TWIMTBP titles, that mean you'll stuck with single card performance.
I suggest get a 290 for better future support.

I am thinking of this, since it just decided to add 9°C at idle. Though, I'm still not sure. I'm looking at Task Manager and there's nothing I can find that's suspicious

Try use Process Explorer. https://technet.microsoft.com/en-us/sysinternals/bb896653.aspx
Check GPU usage in System Information>GPU tab, hover on the graph to check which process currently using it. I reckon either flash player or chrome utilizing it.

That force AFR mode in CCC. Honestly that game is a messed with multi-cards.

Is the GPU load at 0% or fluctuating?

Which R9-280 btw?

Try remove both Intel and AMD driver with DDU and then download older version of Leshcat driver.

The GTX 960 is better than the GTX 760, and beats the GTX 670 and 770 when overclocked (against the 2gb variants). The 750ti is no where NEAR the GTX 960, hell when I upgraded from a GTX 660, which is better than the 750ti, I got roughly a 60% improvment. People exaggerate the 750 ti's ability. It is great for the price, but no where near the performance of the 760, 960, and so forth.
When all 3 overclocked or only 960?

this video... made me even more confused about which one is the best
280x performance is a tier higher and it perform better when you downsampling(DSR/VSR) with it superior 3GB VRAM.

I heard some issues with Mantle on 2gb framebuffer. You might need to lower some AA or texture.
Your cpu will benefit Mantle greatly i think.
-
280, no doubt.
-
Definitely a 290 + headphone to cushion/isolate the jet noise.
-
Either use this hack to enable VSR on your 7950 with Catalyst 15.3
http://forums.guru3d.com/showthread.php?t=397924
or install the leaked 15.2 driver.

Is the 970 better performing than the 960 4GB?
It oculd be just me being dumb, but look at the specs:
Is it worth getting 970 over 960?
Totally worth it.

Use Good Asus Stix gtx 960.. is best good performance and slient cooling fan.
I also choose msi gaming 2g but they good only overclocking, asus strix gtx 960 is good for give +15% gaming performance.
see need informations - http://www.hardocp.com/article/2015/03/23/asus_strix_gtx_960_directcu_ii_oc_video_card_review
Why sidegrade? The 670 will perform better when overclock.

You can't unlock it.

I stop reading at videocardbenchmark.com.
Anyway a good 960 cost the same as a good 280x in my country and my 2.5 years old 7950 is better than 960.
-
970m minimum for 1080p gaming imo.
-
My 290x run on 650w PSU with 1200mhz oc'ed.

Hello in my limited time of using my r9 280x my temp were somewhere around 71-67 C now i never had a really good GPU or so these temps are a bit scary to me so is this normal?
Totally fine, over a year ago i mine coins with my 7950 for over 2 months 24/7 with temp reaching 80c and it still work like a charm.
-
A good temp indeed, my friend's 970 Jetstream max out at 77c on stock when playing AC:Unity.
Which is better?
