Look like panel related but sometime it could be GPU problem. Try play games and see if the graphic corruption get worse. What is your laptop spec?

a more expensive and newer CPU with more cores is faster than an older and cheaper CPU. Drop the 11700k. 12700k is still worth it if the price is right, else get 13600k instead. 13700k if you really need that extra threads.
