You'll get around 40fps for both games on high. A little more if you bump down the settings.
You don't need to buy thermal paste, it's included with the cooler.
Your RAM. You don't mix red and orange (mobo colors).
Are you super attached to that case? Looks super plain. The S340 is only $1 more
If you don't plan on sleeving cables get a Seasonic G 550w PSU instead.
Don't bother adding more fans to the case, they're not needed.
Drop the fans and the WiFi card and buy a motherboard with integrated WiFi.
Are you just gaming? You likely don't need an NVMe drive. Get a larger capacity SATA. Also the 950 overheats.

How far "down the line" do you plan on getting the GPU?

Looks like a solid build, just needs some tweaks.

He said he was upgrading later.
Believe it or not, HD530 is pretty strong. The games he's playing don't really require a ton of power, so he'd be more than capable of playing those and many other titles at a good clip.
No, a GPU shouldn't always cost more. There are loads of games that can be run on iGPUs. Dota, CS, Diablo, even the ones he listed. If someone just plays League? Shouldn't buy a GPU at all.

this would be my suggestion. No need for a i7 unless you will be rendering stuff, the H7 is a very good cooler and would allow for a fair bit of OCing. and your storage would be much better in my mind as i have it. also the 1060 is a good card for what all you would be doing
