RX7600 makes not much sense so does the 4060 and to some extend the 3060Ti as for all of theme you dont get more VRAM and the performance difference is not that big compared to your 6600. maybe the best Option is a 6700XT/6750XT which can be found as low as about 300 € (seen a few on sale for about 300 but a lot of them go for around 350) here in Germany. Or maybe a RX7700XT. much higher than that and you run into a severe bottleneck with your CPU...

Pixel 8 definitely seems like the best option, you get a rlly good phone, 7 years of software support and most importantly, you can install grapheneOS on it, to prevent google from constantly spying on you

What always guides my choice is the ability to unlock the bootloader and install other operating systems. I had been buying OnePlus devices for a while, made the switch to a Pixel 8 this time around (didn't go Pro, as I didn't want the larger device). I've been happy with the Pixel 8. Currently running crDroid on it.
The Pixel 8 also has pretty good support accessory-wise. Which is something that isn't always true, when you get away from some of the larger brands.
I will say the Pixel 8 routinely goes on sale, so I would make sure you pick it up while on sale if you go that route.

If you cant stretch your buget to get a 4070, i would say your best bet new would be the 7800XT if you are willing to make the change to AMD and want to go current gen, you could also safe some money and look for a RX6800XT which is close in performance to the 7800XT but its last gen.
Another option is the RX7700XT but honestly its just so close in price to the 7800XT that is not really worth the money saved with UK prices.

safe some money and get the cheapest 120 mm thermalright cooler available, for lowest noise (semi-passive) id get one of the double tower models as they are still quite cheap

i would say they are quite the same regarding performance, but id go for lexar if they are the same price, because lexar is micron and i have only good experiences with micron drives. But i also own a teamgroup ssd and it works fine too.
And stay away form crime so you dont get your SSD confiscated again... and just because...

You can easily run your system with a 600w PSU if you plan on getting the 4060 🙂
It will be an easy swap as well.
The 3800x will not be a major bottleneck, nothing I would be worried about.
Buy the 4060 or AMD equivalent and continue gaming 🙂

wellt the platinum one of the 1000W ones is a bit more efficient, but for your build a 750W Model sould be sufficient and you could even get by with a 650 W PSU... so of the 3 options id go for the 850W one

4600g is already a horrible choice for the cpu so yea you probs need help with the entire build
As for the psu depends on price, though get a 500-650w unit atleast cause lower than that and value becomes non existent, though i would reccomend used instead due to 40-60$ being able to get you a used 750/850w rm(x) or equivalent psu thatd last you alot longer than some new 600w unit at the same price smply due to the higher wattage not to mention higher quality

Its only an estimate, and you PSU seems to have some problems supplying the power for the 6950XT if even the PSU itself suffers from coil whine. You should be able to find a PSU that wont have any noticeable coil whine but with the GPU itself, it can change a bit when getting a new PSU but most 6950XTs just have coil whine just with different severity.

not really it could help but a lot of 6950XTs are just prone to have coil whine, but i would say a 750W PSU is underpowered for a 6950XT id get at least a 850W one but it most likely will not change the coil whine of the GPU.

Fan hub
get one, plug the pwm input into your single cpu fan header, then plug all your other fans into the other ports
then they’ll all react to the cpu pwm signal
Not the most controllable solution but then any other fans you don’t need controllable like that you can use use sata fan adapters.

Consider the 6950XT a boosted 7800XT with a higher power draw, more heat, and lacking some of the newer features.
Consider the 4070 Super as a 7800XT with better raytracing, a bit lower power draw, and lower temperatures.
The 6950XT is a great card, really strong, but the power draw and the poor RT performance are what keeps it down.
