IMHO The 12 or the 18 if you’re worried about battery cycle life.  Apple knows exactly what the capacity of the battery in its phone is.  If it could take 27w they very possibly would have made a 27w charger.  That they didn’t implies it’s can’t take that much juice.

I would suggest 2600, B450 Pro, 16 GB 3000 MHz Ram and a decent sized SSD to run the OS on. Will feel much more responsive that way. 
 
Also try to look at the used GPU marked, rx580/480 gtx 980(ti) or even 1060 might be a good deal.

nvenc uses hardware encoder on the video card which is separate silicon from the part that processes your game - so the 80% of cpu and gpu is used strictly by the game. Well, the cpu is still used to compress the audio to mp3 or aac, but that's basically something like 1-3% cpu usage.
So what answer do you expect... 80% is good, it means the game actually uses the video card well, same for the cpu... as long as there's no hiccups or stutters everything would seem fine.
6000 is ok, if you have the upload bandwidth to sustain it (you'd need about 7 mbps or around 800KB/s upload speed all the time).  The hardware encoder doesn't care about that bitrate, it actually has less computing to do pack the frames in 6000, would have to work more to squeeze in less bandwidth ...
 

Ive played tons of games. all the arrow shooting ones, Arizona sunshine, HH&H, a bunch of defense games. not sure if beatsaber was one unless that that guitar hero-esk thing then yeah I did.
 
out of the 27 VR games I own on steam The Lab was the best and that was just a demo made by valve to show off what you can do in VR. though I will say I did enjoy the movie type things in VR, it was like really being inside of the movie/short.
 
at first VR is amazing. seeing it feeling it, getting super super immersed. but after you play it and get used to it its not as cool anymore. its like oh im used to this so its not really exciting anymore. also the games have to be made really well or its just hard to play them in VR. the star trek game was really good too I thought.
 
its like listening to a song you love, you play it over and over and over again to the point you just get sick of it and don't really bother with it anymore.
 
I will say its super fun to use if you have friends or family. taking turns and seeing peoples reaction is pretty fun. my dad hates video games but a few times I caught him in my room playing my vive when I got back from being out.
 
 

I don't know about Edge because I refuse to use any Microsoft web browsers. Try Firefox or Chrome and see if they crash too.

you can get a pretty cheap PC that can function for GTA V, but if you want it to function well that is a whole different story. how well do you expect it to run? (graphical settings, resolution, and fps are important here).
