Exactly, the stock cooler is more than enough and my biggest regret with my PC is not getting a big enough PSU 
plus try spending 50$ on an SSD to load your OS, trust me I have one and it’s the best decision I’ve made in my PC as it makes everything buttery smooth 

The stock CPU cooler is fine, no reason to replace it.
 
Get a Corsair CX550M instead, that will give you more headroom for upgrades.
 
Other than that, everything looks good.

80 rpm is not a lot, usually the fan should run at a few thousand rpm.

I'm good with wood.. if I build this and keep to a low budget and maybe make allowances for easy maintaining and cleaning.  Should I make a video and who will watch it? Never made videos or vlogs before

If you don't know the answer to that question, you probably are not anywhere close to being capable of creating one. Just sayin'.

With that pc I would spend 300-500$ on a monitor (1440p 165hz gsync if possible)  , that pc with a 1080p 60hz monitor its like having a 1060 .

if you wanna go ahead and start from pretty much bare metal, you gonna be learning assembly, so yeah pretty damn hard.

There are no 120+ Hz IPS monitors at 1080p, regardless of price. All are 1440p or above.
 
There are some 1080p 144 Hz VA monitors which are an excellent alternative, like the Samsung C24FG73, I don't know what the prices are like in your region though.

I'd definitely say it's worth it

If it comes with all the peripherals, I think it's worth it.
