At that point it's usually the game's problem and not the 780's.

More fans could let him run said fans more slowly I suppose, also useful if you want to do any sort of overclocking. OR just to replace the (usually) crappy stock fans with something that doesn't wake up your dog in the next room when you turn them on

That will depend how efficiently your CPU overclocks. If you need a lot of voltage for a small overclock, then you won't be able to go very high.

I never go above 4.5, just to be on the safe side, but you could probably get to like 4.7 if you tried hard enough

Also, keep an eye on your temperatures. I personally don't like to go above 80 degrees centigrade

I need a set of headphones as the title suggests. I need them to have a 3.5mm Jack, noise cancelling, and over ear. I'm open to any suggestions. Budget is anywhere below $400 CAN. I was thinking the Bose Quiet Comfort 15's.

Im in the exact same boat as you, smallish hands. Deathadder looks too big. From the Rival reviews i hear its smaller and better for smaller hands. So currently im waiting for that.
