Honestly, just like today, RAM speed isn't super important. Any RAM you pick up will be fast enough for the CPU to not meaningfully impact gaming performance.

Im not an expert in Server hardware, but i had a desktop with 8gb ddr2. My CPU was a Core2Duo e8400 and 8gb of ddr2 and i could game quite well and i saw no drawbacks vs ddr3 on the same CPU.

It's all about latency. This page explains it pretty well. http://www.crucial.com/usa/en/memory-performance-speed-latency
DDR2 667 is only a nanosecond or two slower than DDR4 at 2666. Now bandwidth on the 2666 part is much higher but that's a little less important.

I see the individual side of this, like "oh hey who just stole all my credit card info" but there are so many things that could go wrong. I mean if its identity purposes, understandable. But its basically a line to draw of cyber self defense.
IE You can stop a robber who just mugged you and get your wallet back, but at what point is it assault v self defense. and you cant steal their wallet

If you are constantly riding the thermal throttle limit, it can affect lifespan. If you are talking 50c vs 60 or 60c vs 70c, then no the difference would be negligible.

Thanks all, I ended up finding a 980ti for 315. Also some great deals on 1060 if you do eBay browsing. Found single fan 6gb for 270 and dual fan 290.

If you can score a 980 TI for less than $325, that would be the best way to go. $350 is not a bad price either if the card is a high end version like a Classified 980 TI.
If you can't find a 980 TI for a good price, then I'd go with the 6 GB 1060.

I run all my games at 60FPS locked with Vsync, or ingame settings, so it doesn't matter to me which one is "better" overall, as no matter what, provided the CPU is not a bottleneck for the game (My Ryzen won't be for any game I can play today.) Then my GPU will be the #1 limiting factor in framerate, running 80 - 90 frames max in battlefield 1 for example, on either latest intel or AMD atm.
The OP would benefit from the Xeon's, as I assume they are cheaper than Ryzen, without the upgrade-ability, or "New" factor. Which aren't too worrysome for those who can wait 4+ years and save for a new system anyway.

I can't speak for the 950, but at $70 the X5680 kicks ass.
