    The Red Devil's vrms are slightly lower quality than the reference card, because the have a lower temperature tolerance, so a well known AMD overclocker made a youtube video about these vrms saying they were not good, but he was specifically talking about high overcooks (1400 mhz plus clockspeeds, ln2, that kind of stuff.) so a bunch of people saw this video and took it out of context that it is a poorly made pcb, but the truth is that the Red Devil RX480 is perfectly fine as long as you are running the default bios you wont hurt it (Powercolor has several bios available for this card quiet mode, oc mode and unlocked i believe, the unlocked bios is the one that can cause problems when upping voltage, with stock bios you pretty much cant put enough voltage through it to hurt the gpu or vrm.)

    Since money isn't an issue
    Assuming the IT Course he's taking is being ran by Cisco, you'll want enough RAM to run a virtual machine (+16GB) At least a quad core CPU that supports virtualization, a couple TB of storage 
    So heres my recommendations 
    120/240/256GB SSD (whatever capacity you like for host os)
    2TB WD Blue or Black (your choice, Black costs more because its faster)
    If you want that kind of room, a i7-6700/7700(k is optional, your choice) 
    Z170/H170 based motherboard, You cant go wrong with Asus (if non k go for a H170, if k go for a Z170)
    16GB of whatever RAM you like (you can't go wrong with HyperX(higher speed is typically better)
    GPU is really whatever suits whatever kind of games you want to play, if you want to max 1080p and high 1440p go for a 1070, I have the FTW and I love it.
    If you're a casual gamer go for the 1060 from a nice brand like Evga or Asus 
    for Power supply 750w~ is a bit overkill but, eh

    I'd do it now so you get the experience.

    TBH they shouldn't even be announcing that they launched the chips, they should say that privately to the reviewers that get the samples and the reviewer will tell the audience when the chips can be bought..

    Honestly the chances of it being either a scam, a guy who doesn't know what phone he owns, or user error are much higher than those of it actually being defective. The S7 has been out for like 9 months, it only took like 9 days for people to have exploding Note7s. He probably either damaged his phone or owns a Note7 that someone told him was an S7 when they sold it to him lmao

    This is crazy. Over 100 Samsung Note 7s explode. Then 5 different iPhone 7's explode. Now S7s? I think the lesson here is, avoid products with the number 7!

    Most of those ceiling fixtures have a "nut" in the exact center, at the lowest part of the fixture. Yours does not seem to have that.
     
    You probably have to twist the entire glass - make sure you're turning it counter-clockwise (to the left, starting from the top). Try wiggling it back and forth to loosen it. You could also take the picture in to your local hardware store to ask for assistance - they often employ people who are pretty good "handymen".
