I don't think it is that high, but it's largely due to the fact that we have a reasonable minimum wage. We also have like 20% of our citizens living on stable long term welfare and in government housing, because there aren't any jobs. When you factor that, plus the massive amount of tax that we already pay, it evens out quite reasonably. Then we go to McDonald's and pay 5 dollars for a Big Mac, because the cost of living is much higher here.

Here is the issue with the Australian government. They are super annoyed that everyone is pirating movies, software and games, but the only reason why Australians pirate to much is because everything here already costs so much. Then the government use their logic and instead of making movies, software and games cheaper, to reduce pirating they add more tax to it to make it cost more. Now consumers are stuck, you can now get fined for pirating so people can't do that anymore and now entertainment costs more with the new tax so that you can't buy games without burning a massive hole in you wallet. What's next a new tax for online entertainment like YouTube? To be honest I wouldn't be surprised. Maybe if the government knew what they were doing, they would realize that raising taxes isn't going to fix our debt problem.

It's good that Samsung can finally make a decent sensor.

In the end I was able to get an Asus DCU2 GTX 660 for $107!!

I'm not sure what you mean by core 15's, looked it up and there was some talk of GPU3 and OpenMM but I don't really understand.
Any suggestions for optimal settings I should try to maximise PPD?

For Skyrim, Realistic Lighting Overhaul, 2K Textures, Pure Waters and Climates of Tamriel are givens for me, as well as SMIM. Skyrim Flora Overhaul and Better Dynamic Snow are very nice as well but don't transform the game nearly as much (all still keep a very close to vanilla experience). For visual mods, after that, you have the uGridsToLoad setting that do improve the game a lot but is a little weird so I suggest watching this great video by GophersVids : 
. And then, you fall in the world of ENB mods, with which not all lighting (Realistic Lighting Overhaul) mods and weather mods (Climates of Tamriel). I personally love Project Reality ENB.Other popular (and great) texture mods include the armor texture mod, aMidianBorn Book of Silence (love the black elven armor). This mod improves pretty much all of the common armors, which you see very often. I also love BGM's Glass armor is unbeatable for that armor, to my eyes, although I do prefer Realistic Transparent Glass Armor and Weapons, the weapons version only, for the glass weapons. Another mod that improves textures (meshes in that case) for weapons is Leanwolf's Better Shaped Weapons. The change is incredible, making every sword look like an actual sword and less like a paddle. Other mods you absolutely need include Winter is Coming - Cloaks and Cloaks of Skyrim.
Other Mods also improve the vanilla experience, like Organized Bandits In Skyrim, that makes the bandits feel like a little more than armed farm boys, I love the change. Civil War Overhaul actually makes the Civil War quest line interesting.
Hope I helped, and there are many more I could suggest if need be. Sorry, but I never modded Morrowind so can't help you there.
If you are new to TES modding, you will need SKSE, Sky UI and the Unofficial Patches for the game and DLCs.
 
P.S. If you are into it, GophersVids (on YT) has plenty of series about Skyrim Modding (Beginner's Guide, that's usually where I refer anyone new to Skyrim modding, series dedicated to choosing an ENB, 100+ episodes covering mods, etc.). All are useful and great.

Ran both an amd GPU and an nvidia GPU in the same system at the same time. Was folding on both with no driver interactions and getting good PPD.

Not sure how much watts I'm pulling (I don't have a device to measure it). 
CPU is overclocked to 4.7 @ 1.3v.
GPUs are overclocked +25mV +140mHz on the clock (max clock speed is a little of 1200mHz)
Also running, 2HDD, 3SSD, STX Sound card, water cooling pump and 5 fans. 
 
Never had any issues with power. 

Which one is better for Gaming..

Removing the game from steam means that they actually reach the mantle core...
