    The y axis represents the transfer speed(blue line)/ access time(yellow dots), the x axis the amount of data in the disk.

    As you can see the transfer speed went from 171 to 85, on a empty drive to a full one.

    Seeing your screenshots for a second time there're so many variables, just because a drive is 7200 rpm doesn't mean it is fast, for starters the platter density of a 250gb 3.5 hdd is very low and that impacts performance, the drive's age is also important.

    The Shield Tablet has an hdmi port, just use a capture card. There's also apps that can do that via your home network, they will have worst performance (colors, resolution, latency, etc). A hdmi capture card is fairly expensive, and the shield might block recording via HDCP (nothing a cheap dvi hdmi converter can't fix). Personally i have been using the avermedia h727 for 4 years almost every day, 100% stable, good performance (a bit of input lag and olny 720p/1080i). I use a hack I found in a french forum to bypass HDCP.

    With that budget buy a new one, there's almost nothing worth upgrading. Maybe sell it for parts keep the hard drive. You can make a file server or some other interesting project.

    First plug your computer directly to the router via an ethernet cable and test your speed, in order to see were the bottleneck is.

    buy / build a better router
     
    check your QoS settings and make sure it isn't reserving bandwidth for certain services (VoIP, TV, etc...)
     
    are other people using the network when you have these issues or are they persistent regardless?
     
    What is your average packet loss running "ping 8.8.8.8" for the command line?
     
    What speed does your ISP say you should be getting?

    There's another option, a normal Ethernet cable is gigabit, and carries two 100 megabits signals, if you don't need gigabit, you can actually split the cable with something like this: http://www.newegg.com/Product/Product.aspx?Item=N82E16812200340&cm_re=ethernet_splitter-_-12-200-340-_-Product , however like it was said above a switch is a much better solution.

    What is the brand of the psu, if it is a generic non painted you should upgrade it.

    I agree with knight_40k you don't need a new system, just upgrade your cpu and gpu, however, 4gb are fine (if you don't plan to game with tons of tabs open in the background and other programs.)

    Keep in mind that uour motherboard ONLY supports am3 cpus.
