Edit: nVidia Ampere is scheduled for 1H 2020 which puts it 3-9 months away if it's on time.  

Try the Everki Titan.  A bit pricey but well made and great organization plus big enough for what you want.

Reduce brightness and avoid static content.

One or two won't make any difference.  You aren't pulling enough power from a single cable to matter. 

It runs fine on my 1080 ti.  I do struggle to maintain 60 fps with max settings at 1440p though.  But without SLI support I can't get closer to that 100fps mark I should be able to get.

It depends. I think @Genwyn is exaggerating a bit. At higher resolutions (at least 1440p) you won't notice much of a bottleneck even with a 2080ti.  If your goal is extreme frame rates at 1080p then you will notice a lot of chugging from the CPU as it tries to keep up with all the frames.

Sounds like a bad card.  I'd be contacting the seller or filing a dispute with PayPal.

It's probably as good as any pre-built.  If you don't want to build you own then go for it.
