As a student, it doesn't help that in many cases, I am required to use the Chromebook rather than a personal computer.

I'd try to get an i7-3770 and make sure the RAM is at least 8GB. If you can't afford that, get an i5-3470 or i5-3570K. It should help your performance immensely. It probably has an HDD too, you should get an SSD.

Today’s fun facts :
1) On an average of 1-2 times per week, Rasengan also known as Andrew Lee , threatens his staff at London Trust Media and Private Internet Access ; suggesting that if they do not pick up the pace and develop applications at record breaking speeds , they will be fired without any additional pay.
His staff is the reason that PIA makes him so much money but he claims they do not complete nearly enough work whereas he is firing valuable company assets nearly every other week.
Andrew Lee’s employment agreement which will also be publicized in a future “fun fact” explicitly disallows his employees from having a career doing any type of development that is even remotely related to networking technology. He also attempts to offer a one time payout sometimes during the “firing” process which states that employees will refrain from sharing anything in relation to their experience at Private Internet Access after leaving the company. This includes sharing any information about data leaks , government requests for data , application leaks, company drama , margins, etc.
2) Andrew Lee and the Private Internet Access management recently raised prices because Andrew Lee needed money to fund his ridiculous financial commitments. These commitments include spending millions of dollars buying a nightclub brand known as provocateur which is run by Bryan Gefter.
Later we will expose official information which will prove our facts and in turn you will be able to see how much profit he makes every single month.

It’s ridiculous that users need to suffer because of his addictions and bad business decisions. Mini fun fact : everybody on the 3 year plan Andrew Lee made to get a quick cash injection, actually doesn’t have access to the same quality product as those with a normal monthly subscription.

I will stop there for now. This is happening for one reason and only one reason Andrew Lee. When we work hard to support the Private Internet Access users through developing great desktop apps or managing servers at odd hours during the night, we don’t need to hear you bark in the morning and threaten us because you have some money from when you contributed to the mt gox bitcoin FRAUD. Oh yes, we know you support Mark K because he gave you a ton of bitcoin to play ball with.
If you continue to treat us like garbage, more of the truth will come out and you’ll also have to answer about if you have ever compromised customer data or not!

Please save up for a good SSD. That will improve performance much more than the SD card. Also, someone correct me if I am wrong, but aren't SD cards slower than HDDs?

I use Windows 8.1 on my desktop, and I love it. It works well, never crashes, updates are predictable(usually patch Tuesday), and it has the kernel efficiency of 10.

I don't recommend GPU encoding. It doesn't output quality as good as CPU based encoding.

I browse Reddit in my free time, and I have been mostly on tech related subreddits, but I have also been to changemyview and AskReddit. I have seen how other people think with these tools. I have also talked with my friends and family on politics, and while the discussion heats up, it gives insight on the way that they perceive the world.
