Literally push this flappy wire bit towards the middle of the heatsink (see arrow if you're still unsure), and then pull it away.... Its the same mechanism as on the DarkRock3 - a pretty good tool-less mechanism if imo

Someone correct me if I'm wrong, but I think offset voltage mode will increase the voltage a bit beyond what you set it to - so like if you set 1.250 volts in offset mode it might run at 1.255 - so that wouldn't really lower your temperatures....
I think what you might be referring to is adaptive voltage mode, adaptive mode decreases the voltage when the system is idling or under low use case scenarios, thus lowering your idle temps.... If it is adaptive mode you're after, just set an overclock like normal using manual voltage mode, and when you've found your stable OC, switch the mode to adaptive mode

Make sure there isn't any issues with that USB -- I have a flash drive that I can't boot off of but that works perfectly fine otherwise (and passes stress tests just fine). Also make sure your installer is created correctly.

Try looking just to the left of the USB port headers just under the bottom PCI slot.
If the system isn't posting, the speakers are very useful.

Change only one thing at a time when overclocking to eliminate variables, I would push the voltage up all the way to 1.325V or 1.35V as long as them temps are permitting. It sounds like your just limited by voltage needed currently.

Try booting your computer into safe mode to see if the issue is still present.... Try installing malwarebytes for free and running that - thats a pretty thorough malware scanner...
I'd also try doing a CMOS reset in case its the UEFI being dumb

IPC (instructions per clock) aren't comparable. The Atom is MUCH much slower.
Those are synthetic bench, but it still give you a rough idea of the difference between the 2;

moving to 2200/CL11 (stock 1.5v?) yes. make you voltage max 1.65/1.675v and work the speed to 2666MHz. then working the timings tighter.
prolly end up on 2600/CL14

2666/CL14 - 2293
note the increase in CAS tends to yield the same as last base/CL so essentially, they are all the same just a bit faster in data transfer speed.

ummmm. I've been on windows 10 since the start and i haven't had any bluescreens that werent because of overclocks or whatever.... and Telemetry can be disabled insanely easily - I've even disabled cortana!

With HDMI. If the monitor comes with an HDMI cable, you just use that to plug into the HDMI port on your GPU.
EDIT: Make sure you plug it into your GPU not the motherboard. I made that mistake on my first build.
