Hello I am helping a friend build a PC. He does not care if its a laptop or desktop as long as its cool. The though I came up with was that it had to be future proof. So at the very least be able to play at 1080p. Go a Second hand macbook. I would think its way better than what you suggested due to the OS. but if you are a windows user you might want stay clear of this.

Ok mind if I ask if you have a Wacom? I would suggest getting a 2013 Macbook Pro and using the difference to get the Wacom Cintiq pro 13. it will help you get into the really fine details while photo editing and a nice setup since it make the Macbook into a touchscreen. Wacom Cintiq pro 13 = 1,000 Macbook Pro 2013 about 400-500 (or less)
