You are at the limit of that chip/cooler combo though.

You need a G series CPU to use the motherboard video outputs.  R3 2200G or R5 2400G.

You should be connecting it to your GPU.

The 2600x does not have on board video so the HDMI will display nothing. 
You need to run a dedicated Graphics Card to display video with that CPU.

I know this thread is starting to age but I gotta chip in my 2 cents...
 
It sounds like the OP has little to no experience managing a piece of hardware that is going to connect a bunch of people together in a manageable, stable and protected way. Sticking some crap parts in a box and connecting it to the internet with a wing and a prayer is really kind of a dumb idea. If you are building it to serve for a pile of people that come to your house to game until they stink of Funyuns and flop sweat, well then get after it! But if you are thinking you are going to be the cool kid with a kick ass server that everyone in your friends list on Facebook will revere... you are WAAAY in over your head. Building the box is barely the least of your worries. Especially if you are planning on storing some "personal files" on it. Best intentions don't stop hackers, angry dickheads with more time than common sense and the generally nefarious intended that are going to be accessing your gear. There is a serious reason why the ones that host big game servers do so on remote hardware, usually hosted in an AWS facility or the likes, and they have far more than the average MAC users knowledge of networking, internet security, hosting and server management. Just because it can be done piss poorly doesn't mean it should be done.
 
I would like to say I am not trying to disuade the OP from creating his/her own server because it sounds like a great idea at this moment... but that is not the case. You don't put a Koi pond in a homeless encampment and expect the residents to not eat the fish and shit in it when you are not looking. Just because you can learn anything on YouTube doesn't mean it isn't going to end badly. Just sayin'

A static temperature difference isn't a consistent way to measure cooling performance. As load rises, the temp difference increases when comparing the same set of coolers.
At the end of the day, coolers don't perform exactly the same. One is better and the other is worse.  
Just because the load isn't heavy enough to separate the performance doesn't mean they're the same.
It's similar to how the temp difference at idle could be the same for a Hyper 212 Evo and the NH-D14 yet the NH-D14 is still better.

When the load is increased, it becomes clear that custom loops outperform the highest end air coolers. The better performers can keep cooling where weaker coolers fail to provide adequate cooling.

I'm assuming you meant thermal paste since TIM is just thermal interface material which includes liquid metal. 
Cooling is entirely determined by thermal interfaces which includes anything that can transfer heat such as LN2.
When it comes to importance, the cooling interfaces closest to the heat source are exponentially more important than the cooling interfaces further away. 
So interface between the die and IHS > interface between IHS and cooler base > interface between cooler base > rest of cooler > etc.
A custom loop can be better if you have enough surface area. Whether that's what you're aiming for or will utilize is up to you. 
For most users, there isn't any need to go further than a good air cooler like the NH-U12S. 

4 speakers + a sub is 4.1 surround.
 
You put the speakers equally in front and behind and it will mix the two to give you side sounds.

So what's your available bandwidth and ping to the nearest IXP (Internet Exchange Point)?
Depending on that you might not be able to host anywhere near 100 players.

Servers aren't servers because someone claims the hardware to be "server-grade".
Servers are servers because they fulfill the role of a server in a network.
 
To make it simple: Raid-controllers, Xeons, ECC-RAM, and server-chipsets are not going to make it a better server.
 
First of all, you should establish why you need a server and whether it is actually worth building and maintaining one! You should also know your specific scenario. Is it just for a couple of guys on a Minecraft server or are you trying to host dozens of people on a private Battlefield V server? There are massive differences.
Depending on that you can find out which hardware you need.
 
And then you also need to know whether the available bandwidth of your internet connection is sufficient.
 

The AV can also cause the OS to bloat caches leading to high memory usage that is not reported in the task manager process/detail tabs.

Lower setting makes the situation worse, much larger FPS swings.

Same model single sticks are fine.

RX 570 can be had for $110.  It is twice as powerful as the RX 560.
 
HOWEVER, the core system will keep you from seeing any huge benefits.  FX limits performance of even the RX 560.  I know from experience with my old 4.8ghz FX-8350 rig.
 
FX is garbage.  It has less than half of the performance of the i7-4770 in many games.

NH-D14 is pretty much as good as it gets on air, and it will last forever with minimal maintenance.

You can obviously take out it of the system and get a new set, but by buying the same single stick of RAM you basically made yourself a set which works just as well as getting an entirely new set.
 
Check your manual where you need to put the second stick of RAM, usually they recommend slots 2 and 4 (counting from socket side), but sometimes you can use slots 1 and 3 just fine.

That is a Bulldozer APU, its CPU core is roughly half as powerful as a Ryzen core at the same clock speed.  4 core 4 thread Ryzen can do ~70% more work at the same clock as a 4 core 4 thread bulldozer.

The only way a GPU will help your FPS is if you are pushing 1080p or so with medium/high settings.  If you are trying to do the CS:GO thing, and run lowest settings to get 200+FPS, the GPU will not help at all.

To be fair, even a monster custom loop isn't going to give you too much more over something like an NH-D15. That's because the bottleneck of CPU heat removal is generally the heat transfer from the core to the cooling solution. It of course is going to depend on the CPU, but a typical non-HEDT CPU is only going to perform slightly better with a custom loop vs a good AIO or a NH-D14/D15.

Unless you are pushing system killing voltages, the performance boost is minimal.
 
Without overclocking, the benefit is limited to slightly higher GPU boost speeds.
 
With extreme air you can hit similar OC speeds as well.

Custom water loops is almost all in it for the looks and aesthetics, not the actual performance. You do gain minimal over top end air coolers or high end AIOs, but truthfully, not enough to really justify the cost compared. 

RX 560 is trash for what it costs anymore.  It needs to be $60 before its a viable choice.

Well, if you hit 100% load on everything for any length of time you will likely trigger a failsafe in the PSU that will shut down your PC.
 
You need a ~350w PSU to not have this problem and avoid any issues that could arise from overtaxing your PSU.

240w PSU does not put out 240w on 12v.  More like 200w.
 
The CPU, GPU, HDD, fans, and some motherboard components use 12v.  So even if the GPU/CPU alone use 150w, with everything added together you would see something like 190w under load.  And that PSU is not designed to run at ~100% load continuously.
