In Belgium we have this for quit a time where your wifi router is a hotspot to others where the others can log in if they have the same provider and you don't have to pay for that.

Scheme named BeWifi would let you share your bandwidth with neighbours when your not using it. Would be awesome to use this if you didn't need additional hardware.
Lots of places just don't invest in infrastructure so we're stuck with terrible conections.
I'm guessing it would be an opt in thing, and lots of people just wouldn't bother.

We tested the durability of one of our original mechanical keyboards (CM Storm Trigger) by running it over with a Lamborghini and a custom lifted truck that weighed roughly 8500 lbs / 3855 kgs.
All of our mechanical keyboards are built to last, but I really don't recommend smashing any of your peripherals, haha.

This is what I would take with your budget. (It's a few pounds more but I'd think this is the best option at your price point with 2GB VRAM)
260X isn't much better and costs quite a bit more, so I would stay at 7770/7790/7850/GTX660 with 2GB VRAM.

Found a GTX 650 1GB for £65 in my local area. Anyone had any experience with this or a similar card? Its Low-End i know, but i cant spend much at the mo. In the future i will upgrade for sure.

The difference in gaming performance between Win 7 and 8 has been +/- 3FPS. So solely for gaming there's not much reason to upgrade.
But Win8 is a better OS than Win7 overall, so it's worth to upgrade IMHO.
