Which is better? (I'm thinking of upgrading)

Hello, my current system is: I5 3330 using stock cooler 8g ddr3 Rx 480 Samsung ssd 240g 1tb Seagate hdd 430w psu non modular I have around 150 of birthday money and was debating what I should get. I'm not overclocking or anything crazy, I mainly play csgo. I was thinking of upgrading my CPU cooler, although I don't think it will have that large of an impact. I'm wondering if I should save for a new CPU instead.

Hello, A while ago I inquired about apparent general lag in minecraft. Although today I realized that the lag only occurs within fullscreen, which generally confuses me. I really need a smooth experience because as a developer this directly affects my workflow.

I was bored so I decided to take an old PC and utilise my previous GPU with it. Although, when I started the pc with the GPU, I got no signal on the monitor. The fans powered on, but not the monitor. The rig worked when I tested it initially without the GPU. I don't know whether its fried or not. GPU: 750ti OC Twin Frozr Specs of trash pc: Pentium E5400 Dual Core 2.7ghz 130GB HDD 4G DDR2/3 (I didnt check) Running on an Intel Board?

I'll wait it out a bit (But not too long). Perhaps AMD will make another update.
