Reminds me of my 1000XM2, which I incidentally also bought from Harvey.
Store: Would you like extended warranty with that sir?
Me: No thanks.
Store: You sure? Manufacturer only covers set defects for a year while we can cover more.
Me: No, I'm good.
Store: But what if-
Me: I said I'm good. May I have my headphones now?
Funnily enough, the only thing that I actually have purchased extended warranty for is my Note8.

I always refuse extended warranty. Harvey Norman is absolutely the worse about this.

Me: No
Store: ok

Me: no
Store; but you (list of irrelevant shit) and (benefits i'll never use)
Me: no, i'm good
Store: what if i give you (discount?)
Me: no
Store: you sure?
Me: Yes, give me my item
plus my credit card gives me automatic double manufactures warranty anyway (through it's inbuilt insurance stuff)

Update, I updated my drivers and it fixed the problem. I am losing maybe 10 frames now instead of the more than half of my fps. So thank you!

Then it probably is a software problem.
But are you sure OBS doesn't limit your game framerates? Maybe try out another streaming service and see if there's any difference
