I personally prefer the EVGA Supernova G2 PSUs. The 650W should be in your budget.

I think that's too old. Even if you manage to find the chips and memory, they'll be on a super old architecture and max two (?) cores if it's like the xeon 5000 series. (so you basically have a ten year old quad core).

I can highly suggest you try find an X79 motherboard, then grab a Xeon on ebay for $50-70.
I have the Xeon E5-2670 myself that I paid $70 for. Comparable to a 6 core X99 part today so awesome performance.

The power supply is fine. People need to stop the 'Corsair CXs are bad' circlejerk.

Here's a post of mine that explains it:

'There's bound to be some hesitation and misconceptions about these series of PSUs so let me clear this up. This is based on a different platform from the old, green Corsair CXs.

For those wondering, it's a custom design from CWT, sporting DC-DC regulation, a 40C rating (as opposed to the previous 30C rating) and a five year warranty - it's essentially a cost-friendly version of the Corsair RM series.

Here's JG's review of the Corsair Vengeance, the German variant of the new grey Corsair CXMs, in which OW gave a 9.8. The only differences between the two are the Japanese capacitors and the multi-rail design. You'd be fine with powering a build with a i7 and Titan X with this particular PSU.'

I've had bad experience with the old ones. But alright! I'm curious why they'd keep the CX branding though. It has a bad reputation.
