    Maybe try resetting windows as well because you got a new CPU which could even help performance even with all four cores.

    Could be a bad chip. But I honestly think it's just the thermal paste. I had a similar problem reinstalling a CPU

    Just try to mount the cooler and thermal paste on again. If that doesn't work then something could be wrong.

    Is the 70C at idle or under load? If it is idle make sure the thermal and cooler is mounted properly. 70C under load is a reasonable temp.
