What should I buy if not an R7 3700 (depending on specs) or 1440p 144hz monitor? (Current specs are on my profile)

I'd probably go with the R7 3700 (assuming we are talking about the upcoming AMD CPU) since you already have a 150Hz panel for comp gaming.
If you are unhappy with 1080p 150Hz then just go with a new display.

@TopHatProductions115 My cpu is the limiting factor in 1080p, whilst in 1440p my gpu is the limiting factor and my framerate drops only slightly, to about 145 average compared to 160 average, and I could always just lower settings.
@Cyberspirit There have been times when a 1440p panel could have helped in a gunfight or watching really tight angles and such, so there is an argument there.
and I wanted a display to watch content on, if only I found a 4k monitor that could also do 2560x1440 @144hz lol

@CyberspiritBut what if 1440p wasnt good enough to warrant an upgrade, quality wise (Given that bestbuy has a 1440p monitor, and a 4k one that I can just change the res on)
-
@TopHatProductions115 about $150, but the 3700 has yet to come out, it could be Q2 or Q3

I'm not sure how much better 1440p is compared to 1080p when it comes to gaming but, from what I've heard so far, it's a big upgrade.
Maybe ask other R6S players who use 1440p monitors for some advice. I think a higher resolution would be beneficial for a game like this.
