2) try to keep the game fps in the freesync window (limit fps to 135)
 
dont blame freesync for this, ive read some patch notes recently that mentioned freesync issues but its driver related - Stutter may be experienced when Radeon FreeSync is enabled on 240hz refresh displays with Radeon RX 5700 series graphics products.

Sounds like usual problems with AMD drivers.

Morning everyone, I'm gonna be looking to upgrade after the new series of ryzen drops as my I7 6700K really doesn't hold up in newer titles unless I limit my FPS to avoid a bottleneck, my question is, do you guys think it's better to go with a 2600X as it's almost guaranteed to have a price reduction, with either a 2nd gen board or a 3rd gen if they have backwards compatibility, or get a 3600X and a 3rd gen board in one of the bundles that a company like OCUK would be doing. It may be possible for me to push to the 3700X but I don't know if it's worth it as I only use my PC for gaming so I don't think I'd need the extra cores.
Realistically I'm just looking for bang for buck while still beating out my old CPU.

Virtual super resolution, this is where your GPU would render frames at a higher resolution than the resolution of your monitor (but I only had it on, still running at 1080p). 
Nvidia calls it dynamic super resolution. 

Well.. Have you tried using a different cable?
I know I had the same, I just swapped the cable to another and it worked.
 
If you're on HDMI, try another brand and preferably a new one.
Try DVI and DP if your monitor allows it.

Honestly, that's probably a motherboard problem. That's an old motherboard from a brand that I don't know a lot about and isn't on my "trustworthy mobo brands" list. I will do research on the brand, but sounds like you need a new mobo to me.

Make sure to try your bridge first mate as i don't wanna waste your time on my shit when you have problems, the new bridge of course lol
