just an update i took the cooler off of my extra pc was also an lga1150 and cleaned the cpu and cooler applied more thermal paste and the result is still the same. I removed the cooler again moved it back to my extra pc and the extra pc stays cool never over 50c under load. this seems doesnt seem to be a cooler issue.

I have mounted the waterblock twice with new thermal paste each time. the cooler is on the fan header and reading correctly. the pc is fine at idle the load test takes the pc to 100% usage intentionaly but the temps dont slowly rise they hit 100c in 2-3 seconds. and the plastic is not on the waterblock it was removed lol. it all acts exactly like if the heatsink is not on the cpu but ive check over and over and each time the thermal paste is evenly spread and the waterblock is snug

my cpu will not run cool. It is idling at about 50c and as soon as i add a load it jumps to 90-100c within just a few second.
