Hardware Unboxed is confirming that they are seeing the crash issue on ASUS and FE cards as well. Increasingly looking like there may be a driver or other issue as well.

Tech Yes City's Asus Tuf OC 3080 also has crashes when playing Fortnite. I think it's too early to make any conclusion.

Fairly sure this is a Windows bug rather than a BIOS setting because the balanced power plan allows the CPU to downclock.

I'm suffering through a Ryzen build at the moment. It's the worst build I've ever had. Shit BIOS updates, a CPU that barely overclocks despite good thermals, poor gaming performance, RAM instability.
Nah. Maybe Gen 2 is better but the Zen+ leaks are disappointing.

Most of the time it's optional, yes. x299, you better plug it in. To be completely honest the problem starts with 10 core and above (and with overclocking in place). But, if there is an optional EPS, plug it in, better safe than sorry.
