This is simply the stock specs for the memory controller. OP would be fine with 3200 Mhz RAM thanks to Intel XMP profiles.

Also a 620W+ PSU will be sufficient, so long as the CPU is not overclocked. Skylake-X CPUs are very power-hungry (and HOT) when overclocked, and especially so when overvolted. I would highly recommend going for at least the EVGA 650 G2/G3 PSU though. Well worth the extra money.

I Think 1440p No Matter What you Do may be a Bit Far for that CPU, but If I had to Recommend I would do the Same as @samcool55 and go with a RX 580 or 570 but Even then 1440p is a Long Shot on that CPU

Enable the IGPU in your bios.
Per your specific MoBo the instruction manual should have instructions on how to do so.

That is what I would do. Trying to plug into the motherboard when you have a graphics card is always gunna be buggy.

Download one of the above tools, check online to see how far others have pushed the GPU and start with half that to be safe.

Did you transfer a HDD or an ODD from the old computer into this one? A malfunctioning Sata device could cause an issue like this.

i think its a good Pair, you will strugle to get 144hz out of it but i would swap out the Z170 board as you have a locked cpu to save some cash and get a better gpu like a 6gb 1060

You added the  Corsair Builder 500W 80+ Bronze Certified ATX Power Supply to my list. The retailer i am purchasing from does not have it available (i live in Latvia) Would  a Corsair ATX 2.31 VS Series 550W CP-9020097-EU be a good alternative?
Thank you very much for the advice. i have adjusted my list
