Its just as hard as doing it on other systems, if you have an understanding of custom water loops (and have built one before) then go for it but if you haven't done one before or don't know much about custom water loops then read up on it and start with a soft tubing one

It tells you if you get numbers after it. If there's any kind of numbers after a # sign, then you'll see that # and some numbers somewhere in certain games. If there's no # and numbers after it, then you'll never see that # and any numbers anywhere.
Easiest way to find this out is to simply put a gamertag you've used before. It will show a # and numbers after it. Then go back without submitting and try a gamertag no one has used before. You'll know they haven't because it will not show a # and numbers after it.

Just though I'd say that because of the new gamertag system, everyone gets a free gamertag change!
The new gamertag system works like Discord where you can any name you want just if someone else has it it will have # and then some numbers after it, and in games that dont support the new system, it will show like Example4553. If you pick a name that no one else has you don't get any tags don't worry and it tells you when you change it.

Static might be an issue (not sure about felt), but you should also consider that it's an insulator. So your power supply might have less cooling available if there's insulating material on top of it instead of just metal. So I would monitor temps before an after.

So you are still able to login? Can you get the task manager running with key combination ctr + shift + esc?
If so then you can start a new task " explorer.exe ". Sounds like that this does not start at boot in your case.
