    uRraid is quite expensive , why not try Free Nas ?

    My NAS is running 8TB raid 0 on an Intel atom CPU and 4GB ram just fine. If you want to run a Plex server on it then get a better CPU.

    You could try making disk images (iso files) of the DVDs on the other computer and mount them using Daemon-tools on your file server.

    Not if you save it as 320kbps as it is the highest bitrate for mp3s

    Are you plugged into the GPU because if you display is plugged into the motherboard it will run of CPU graphics and cause high usage

    Your new build mostly likely uses more power than the old one , i have had this problem when reusing PSUs ; Try to get a new 80+ PSU and if that does not solve it return it back to the store

    Could be voltage spikes in the PSU Keep you side panel of and next time you PC freezes listen to see if the buzzing is coming from the PSU
