well the article doesn't mention it but in a similar article, it mentions that intel LGA 2011 socket also supports 140w

 even more so, intel has released cpus on the very high end that were rated at 140w which were the Haswell E i7 extreme editions. So I imagine that maybe the 140w chips that amd could potentially release would be very high end chips.

You heard me right, Call of duty BO 3 will allow pc players to make their own maps and game modes starting in 2016 via modding.
 
It is also stated that Treyarch will release dedicated server files with the modding tools, thus allowing dedicated servers.
 
However, they would like to stress that this plan is a work in progress right now, so it is subject to changes.
 
There is no news whether the mods will make it way to consoles yet
 
 
It is always great when devs allow modding to be allowed especially in multiplayer. This might increase the lifespan of the game.

amd has been really solid with their drivers in the recent years and their power consumption and temps aren't that bad. Nvidia has it fair share of bad drivers.
 
With that said, since you want a NV card then just go with the 4 gb one
