Isn't i5 ipc stronger than 1600 even when you oc it

Hello, Should I buy a 1600 or 7600k if I am just planning to use it for gaming and casual day to day tasks?

So I was playing LOL and then the screen shook, then crashed to a blank color of light brown. This has happened to me before a few days ago and few hours ago. However, now I restarted the pc nothing was being displayed, but the fans are all spinning. My computer is a custom built pc. Please help me.
