You sound a little self entitled and bitter.  If gamers like you didn't gobble up cards, then miners who are true entrepreneurs would have made more money.  

Some games use over 8GB of RAM. Not even a question, 8400 with 1440p panel. 

8700 will do fine for streaming and you won't require a more expensive Z series motherboard.

This build will destroy 1080p 144hz, and work decently for 4k gaming on a TV. 

How much were you planning on spending on a cooler? The air coolers I suggested will perform similarly to the AIO's. For example, I have my 6600k OCed to 4.6ghz with the smaller version of the Dark Rock Pro 3. 
 
Other good coolers that are less than $50 include the Scythe Fuma, Scythe Mugen, or Cryorig H5 Ultimate

The new AMD APU's won't suffice for video editing and recording. You will need minimum a 4c4t Ryzen 3 chip and a dedicated GPU, the cheapest option above a 1050ti will be what you should get.
 
And please edit your post to include your budget, "cheap-ish" can mean a lot of different things.

Though, if they swapped that 1050ti out for a used gtx 970 like I was talking about, they'd end up with a more powerful card for the same amount of money so I'd do that..
this is a workstation PC, so I wish we could find a way to budget them a full 16gb of ram  
Though I guess that's asking too much with current ram prices to say the least.
Maybe they could try to see what the used market is like for that as well

At 144hz I think 1080 will actually make sense.

1080p at 144hz in modern games can be extremely demanding. A 1080ti would struggle with a game like The Division hitting 144 fps at ultra.

Taking out a SSD for overclocking is not worth it. The kraken is not a good choice if he is working within a specific budget. A Dark Rock 3 or something from Noctua would get similar performance for half the price.

For the love of god, isn't there anything safe from the RGB craze?
 
 
You know your source isn't reliable when it has lights that go on and off for no reason.

Even the intel stock cooler will work fine.

I wouldn't recommend buying parts over a period of time, order them all at once or in quick succession. The more parts you have laying around the more that can go wrong and maybe new tech will come out in the next two months.
 
Maybe you change your mind and you already have half the parts so now you're stuck with them.
 
Don't crossfire 480s. Get one 1070.

Get a 1070 instead of a 980. That cooler is overkill, you can get the Dark Rock 3 for half that and it will cool for similar performance. If you really want to spend extra on water, get the Kraken x62. Get a 550w Corsair PSU instead of 600w (I am guessing the 600w is a green label and that is not of great quality, the 550w grey unit is better quality).
